Is Cebu's wealth trickling down?

As another year closes, Cebu is reported to still remain the wealthiest province in the Philippines based on its total assets. And from previous annual reports of the Commision of Audit (COA), it looks to remain the 4th wealthiest city in the Philippines based on its assets as well.

But according to the Department of Social Welfare and Development 2012 statistics, Cebu hogs second place of all provinces with a high poverty magnitude. Opportunities for growth are present within the province yet the poor don’t seem to be a part of it. 40% of today’s population is classified as poor.

Is wealth trickling down to everyone, or are only a select few able to access this wealth?
